I think you have a couple of numbers wrong its not a 17-50 its an 18-50 and the 17-70mm is an f28-45 meaning that when you zoom the maximum opening of the lens becomes f45. If you really need that extra 20mm the 17-70 can get you there but id rather have a constant 28 at 50mm. But the Sigma 17-70 is quite a bit cheaper but obviously is a slower lens due to the variable aperture and is not as highly rated as the 17-50.
The 17-50 will still be f28. If you look at the charts and the still lifeVFA target comparison the 17-70 is way sharper at 17mm and full aperture and stepping down it goes improving. That 56 really can be annoying when light levels drop.

The Sigma 17-7028-4 is also a great little lens and its a pseudo macro lens as well for some added flexibility - great travel lens. 18-50 excells at wide end while 17-70 takes over at 35mm and above. A lens with a focal length of 17-70 mm is more universal than a lens which goes up to a focal length of 50 mm.
